Who is StarDent?
StarDent specializes in public sector dental benefits administration. We have programs running concurrently in 8 states covering 200,000 members. Plans and Benefit Coverage vary from state to state. All customer and administrative services are performed at the corporate headquarters located in Houston, Texas. Because of our core competencies, and singular focus, StarDent has rapidly become a leading public sector dental benefit administrator.

Partnering with Superior HealthPlan regarding the STAR Health (Foster Care) program in Texas, was a natural fit.

Who is Superior HealthPlan Network?
Superior HealthPlan Network is the managed care company selected by the Texas Health and Human Services Commission to manage the STAR Health program. Superior works very closely with the Texas Department of Family and Protective Services (DFPS) to make sure foster children throughout the state get the services they need.

What is STAR Health?

STAR Health is the statewide managed health care program for Texas foster care children that offers:

  • An Integrated Medical Home where each foster care child has access to primary care physicians, behavioral health clinicians, specialists, dentists, vision services and more.
  • Care Coordination Services to help children, families, and caregivers understand their benefits, get help with appointments, assist with transportation and identify local community resources.
  • Training programs (onsite and online) that offer clinical expertise to families, caregivers, clinicians, caseworkers, child advocates and members of the judiciary.

STAR Health Benefits and Services

Starting April 2008, the Texas Health and Human Services Commission will launch STAR Health, a new health-care program designed to improve services, and better coordinate health care, for children in foster care.

Children entering foster care will be issued either:

  • Temporary Medicaid Eligibility Verification ID card (Form 1027-A)
  • Designation of Medical Consenter for non-DFPS Employee (Form 2085-B)
  • Designation of Medical Consenter for DFPS Employee (Form 2085-C)

These forms will include either a Medicaid ID number or a Department of Family and Protective Services (DFPS) number.

The following is a partial list of all the benefits and services available to STAR Health members:

  • Preventive Health - regular check-ups and immunizations, office visits, visits to the dentist and visits for eye checkups
  • Behavioral Health Care - emotional, behavioral or developmental health care services
  • Hospital coverage - inpatient services such as surgeries
  • Prescriptions and medical supplies - medications prescribed by a physician and medical supplies such as glucose strips and bandages
  • Telemedicine - consultations and assessments done by a provider using teleconference capability
  • Health Passport - access health information for children in Foster Care

Special Note:
Individuals participating in the following programs are excluded from the STAR Health:

  • in the Texas Youth Commission (TYC)
  • in the Texas Juvenile Probation Commission (TJPC)
  • from other states placed in Texas
  • in Medicaid-paid facilities such as nursing homes, state schools, or Intermediate Care Facilities for Mentally Retarded persons (ICF-MR).
  • dual eligible clients (Medicaid/Medicare)
  • placed outside of Texas

Individuals participating in a waiver program will be enrolled in STAR Health, but receive waiver services from the “C” waiver program. These waiver programs include:

  • Consolidated Waiver Program (CWP)
  • Community Living Assistance and Support Services (CLASS)
  • Home and Community-based Services (HCS)
  • Dear - Blind Multiple Disabilities (DBMD)
  • Medically Dependent Children Program (MDCP)
  • Texas Home Living
